Megjith\u00ebse n\u00eb teori procedurat bazohen n\u00eb nj\u00eb kuad\u00ebr ligjor q\u00eb<br \/>\nsynon p\u00ebrdorimin efikas t\u00eb fondeve publike, garantimin e konkurrenc\u00ebs s\u00eb ndershme dhe<br \/>\nshmangien e abuzimeve, realiteti i vitit 2024 tregon nj\u00eb panoram\u00eb krejt tjet\u00ebr: munges\u00eb<br \/>\ntransparence, konkurrenc\u00eb t\u00eb dob\u00ebt dhe p\u00ebrqendrim t\u00eb skajsh\u00ebm t\u00eb kontratave n\u00eb duart<br \/>\ne pak operator\u00ebve.<\/p>\n<p>2024, rreth 1\/3 e procedurave t\u00eb prokurimeve t\u00eb kryera nga Ministria u anuluan<br \/>\nInstitucionet sh\u00ebndet\u00ebsore gjat\u00eb vitit 2024 kan\u00eb realizuar 1,514 procedura prokurimi,<br \/>\nbazuar n\u00eb t\u00eb dh\u00ebnat e Sistemit Elektronik t\u00eb Prokurimeve, me nj\u00eb vler\u00eb totale prej 26.5<br \/>\nmiliard\u00eb lek\u00ebsh pa TVSH, nga te cilat vet\u00ebm 1,014 procedura jan\u00eb finalizuar me njoftim<br \/>\nfituesi, me nj\u00eb fond limit prej 20.2 miliard\u00eb lek\u00ebsh. Vet\u00ebm nga MSHMS jan\u00eb realizuar 392<br \/>\nprocedura p\u00ebrfshir\u00eb blerjen e barnave, pajisjeve mjek\u00ebsore dhe sh\u00ebrbimeve t\u00eb<br \/>\nspecializuara, nga t\u00eb cilat 31% (122 procedura) rezultojn\u00eb jan\u00eb anuluar. Shkaqet kryesore<br \/>\nt\u00eb anulimit bazuar n\u00eb informacionin e siguruar n\u00eb rrug\u00eb zyrtare jan\u00eb p\u00ebr shkak t\u00eb<br \/>\ngabimeve ose dokumentacioneve t\u00eb stafit 98 procedura (80%), tregues ky alarmant q\u00eb<br \/>\nnxjerr n\u00eb pah n\u00eb m\u00ebnyr\u00eb t\u00eb ve\u00e7ant\u00eb munges\u00ebn e kapaciteteve profesionale t\u00eb stafit<br \/>\np\u00ebrgjegj\u00ebs p\u00ebr hartimin e dokumenteve t\u00eb tenderit, nd\u00ebrsa pjesa tjet\u00ebr p\u00ebr shkak t\u00eb<br \/>\nmunges\u00ebs t\u00eb ofertave t\u00eb pap\u00ebrshtatshme ose t\u00eb munges\u00eb s\u00eb ofertave<br \/>\nKjo norm\u00eb e lart\u00eb anulimesh \u00ebsht\u00eb tregues munges\u00eb t\u00eb trajnimeve t\u00eb rregullta p\u00ebr stafin<br \/>\np\u00ebrgjegj\u00ebs p\u00ebr prokurimet publike n\u00eb Ministri, dob\u00ebsi t\u00eb theksuara n\u00eb kontrollin e<br \/>\nbrendsh\u00ebm cil\u00ebsor, mekanizmat e dob\u00ebt t\u00eb monitorimit dhe p\u00ebrgjegj\u00ebsis\u00eb institucionale.<\/p>\n<p>Munges\u00eb e theksuar konkurence<br \/>\nNga nj\u00eb analiz\u00eb e detajuar e procedurave prokuruese t\u00eb zhvilluara nga MSHMS gjat\u00eb vitit<br \/>\nt\u00eb kaluar \u2013 realizuar nga ekspert\u00ebt, konstatohet nivel shum\u00eb i ul\u00ebt i konkurrenc\u00ebs, ku<br \/>\nnumri mesatar i operator\u00ebve ekonomik\u00eb p\u00ebr \u00e7do procedur\u00eb rezulton vet\u00ebm 1.3, pra n\u00eb<br \/>\nshumic\u00ebn e rasteve kemi ose vet\u00ebm nj\u00eb ofertues gj\u00eb q\u00eb krijon perceptimin e nj\u00eb gare pa<br \/>\ngar\u00eb dhe q\u00eb ndikon drejt\u00eb p\u00ebr drejt\u00eb n\u00eb vendosjen e kushteve t\u00eb pafavorshme<br \/>\nkontraktuale mes institucionit publik dhe operatorit privat dhe ka ndikim negativ n\u00eb<br \/>\nfinancat publike pasi nuk rezulton me ulje t\u00eb \u00e7mimit t\u00eb blerjes s\u00eb produktit\/ dhe ose<br \/>\nsh\u00ebrbimit me \u00e7mim m\u00eb t\u00eb volitsh\u00ebm.<\/p>\n<p>Vet\u00ebm 2% rezulton ulja mesatare e \u00e7mimit nga fondi limit gjat\u00eb 2024, krahasuar me 8.57%<br \/>\nn\u00eb vitin 2014. Kjo tregon nj\u00eb zhvendosje permanente drejt nj\u00eb tregu t\u00eb centralizuar, me<br \/>\n\u00e7mime fituese af\u00ebr pragut t\u00eb fondit limit, \u00e7ka l\u00eb t\u00eb kuptohet p\u00ebr gar\u00eb t\u00eb simuluar apo<br \/>\np\u00ebrfitues t\u00eb paracaktuar.<\/p>\n<p>2014-2024, regres n\u00eb prokurimet n\u00eb sektorin e sh\u00ebndet\u00ebsis\u00eb<br \/>\nP\u00ebrtej nivelit t\u00eb ul\u00ebt t\u00eb konkurrenc\u00ebs q\u00eb karakterizon prokurimet publike n\u00eb sektorin e<br \/>\nsh\u00ebndet\u00ebsis\u00eb, nj\u00eb tjet\u00ebr dukuri shqet\u00ebsuese q\u00eb del n\u00eb pah \u00ebsht\u00eb koncentrimi i lart\u00eb i<br \/>\nfituesve t\u00eb tender\u00ebve. T\u00eb dh\u00ebnat e vitit 2024 tregojn\u00eb se 72% e tender\u00ebve jan\u00eb fituar<br \/>\nnga vet\u00ebm 10 kompani, duke krijuar nj\u00eb panoram\u00eb t\u00eb ngusht\u00eb t\u00eb aktor\u00ebve q\u00eb p\u00ebrfitojn\u00eb<br \/>\nnga fondet publike t\u00eb destinuara p\u00ebr k\u00ebt\u00eb sektor jetik.<br \/>\nN\u00eb kontrast t\u00eb qart\u00eb me k\u00ebt\u00eb situat\u00eb q\u00eb reflekton p\u00ebrqendrim dhe centralizim, n\u00eb vitin<br \/>\n2014 rezultonin fitues 68 operator\u00eb t\u00eb ndrysh\u00ebm ekonomik\u00eb. Shp\u00ebrndarja m\u00eb e gjer\u00eb<br \/>\ne kontratave jo vet\u00ebm q\u00eb n\u00ebnkupton treg m\u00eb t\u00eb hapur dhe m\u00eb dinamik, por krijon edhe<br \/>\nkushte m\u00eb t\u00eb mira p\u00ebr konkurrenc\u00eb t\u00eb v\u00ebrtet\u00eb, transparenc\u00eb dhe optimizim t\u00eb \u00e7mimeve<br \/>\ndhe cil\u00ebsis\u00eb s\u00eb sh\u00ebrbimeve.<\/p>\n<p>N\u00eb let\u00ebr, procedurat e prokurimit jan\u00eb t\u00eb hapura p\u00ebr pjes\u00ebmarrjen e operator\u00ebve t\u00eb huaj<br \/>\ndhe p\u00ebr kompani t\u00eb ndryshme vendase, por vihet re se, n\u00eb praktik\u00eb, gara \u00ebsht\u00eb e<br \/>\ndominuar nga nj\u00eb rreth i ngusht\u00eb subjektesh. Kjo ngre dyshimet se k\u00ebto operator\u00eb<br \/>\nq\u00eb rezultojn\u00eb pothuaj p\u00ebrher\u00eb fitues n\u00eb tenderat e organizuara nga Ministria e<br \/>\nSh\u00ebndet\u00ebsis\u00eb, m\u00eb shum\u00eb se sa p\u00ebr shkak t\u00eb kapaciteve teknike dhe ekonomike,<br \/>\np\u00ebrfitojn\u00eb fal\u00eb lidhjeve t\u00eb tjera me sistemin \u2013 duke monopolizuar tregun.<br \/>\nDominimi i nj\u00eb grupi t\u00eb vog\u00ebl kompanish n\u00eb nj\u00eb sektor t\u00eb financuar bujarisht nga buxheti<br \/>\ni<br \/>\nshtetit, si\u00e7 \u00ebsht\u00eb sh\u00ebndet\u00ebsia, nuk \u00ebsht\u00eb thjesht nj\u00eb \u00e7\u00ebshtje statistike, por, n\u00eb fund t\u00eb<br \/>\nfundit, ai p\u00ebrkthehet n\u00eb pasoja konkrete dhe t\u00eb d\u00ebmshme p\u00ebr funksionimin e tregut dhe<br \/>\ninteresin publik. Kur kontratat e r\u00ebnd\u00ebsishme p\u00ebr barna, pajisje apo sh\u00ebrbime mjek\u00ebsore<br \/>\np\u00ebrqendrohen vazhdimisht tek t\u00eb nj\u00ebjt\u00ebt fitues, zhduket mund\u00ebsia p\u00ebr gar\u00eb t\u00eb v\u00ebrtet\u00eb dhe<br \/>\nme t\u00eb edhe shpresa p\u00ebr oferta m\u00eb t\u00eb mira dhe m\u00eb t\u00eb leverdishme p\u00ebr shtetin.<br \/>\nKjo situat\u00eb rrit ndjesh\u00ebm rrezikun p\u00ebr praktika favorizuese apo procedura t\u00eb paracaktuara,<br \/>\nt\u00eb cilat d\u00ebmtojn\u00eb transparenc\u00ebn dhe minojn\u00eb besimin n\u00eb sistemin e prokurimeve. P\u00ebr m\u00eb<br \/>\ntep\u00ebr, mungesa e konkurrenc\u00ebs e ul ndjesh\u00ebm presionin mbi kompanit\u00eb p\u00ebr t\u00eb rritur<br \/>\ninovacionin, p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar cil\u00ebsin\u00eb apo p\u00ebr t\u00eb ofruar \u00e7mime m\u00eb konkurruese. Me fjal\u00eb<br \/>\nt\u00eb tjera, n\u00eb munges\u00eb t\u00eb sfid\u00ebs nga operator\u00eb t\u00eb tjer\u00eb, fituesit e zakonsh\u00ebm nuk kan\u00eb asnj\u00eb<br \/>\nnxitje p\u00ebr t\u00eb b\u00ebr\u00eb m\u00eb mir\u00eb. Dhe n\u00eb fund, \u00ebsht\u00eb sistemi sh\u00ebndet\u00ebsor dhe vet\u00eb qytetar\u00ebt ata<br \/>\nq\u00eb paguajn\u00eb \u00e7mimin e k\u00ebtij monopoli t\u00eb heshtur.<\/p>\n<p>N\u00eb nj\u00eb sistem ku garantohet konkurrenca e drejt\u00eb, fituesit e tender\u00ebve duhet t\u00eb<br \/>\nndryshojn\u00eb n\u00eb var\u00ebsi t\u00eb cil\u00ebsis\u00eb s\u00eb ofert\u00ebs, p\u00ebrvoj\u00ebs dhe kostos. Por kur t\u00eb nj\u00ebjtat kompani<br \/>\nfitojn\u00eb shumic\u00ebn d\u00ebrrmuese t\u00eb kontratave p\u00ebr vite me radh\u00eb, pa ulje t\u00eb dukshme t\u00eb<br \/>\n\u00e7mimeve dhe me munges\u00eb pjes\u00ebmarrjeje nga aktor\u00eb t\u00eb rinj, kjo \u00ebsht\u00eb nj\u00eb sinjal i qart\u00eb<br \/>\nalarmi p\u00ebr munges\u00eb gare reale dhe p\u00ebr rrezik t\u00eb p\u00ebrdorimit joefikas t\u00eb fondeve publike.<br \/>\nP\u00ebrball\u00eb k\u00ebsaj situate alarmante, Ministria e Sh\u00ebndet\u00ebsis\u00eb dhe Mbrojtjes Sociale duhet<br \/>\nmenj\u00ebher\u00eb t\u00eb marr\u00eb masa konkrete p\u00ebr rikthimi i diversitetit n\u00eb tregun e prokurimeve<br \/>\ndhe promovimi i pjes\u00ebmarrjes s\u00eb gjer\u00eb mbetet domosdoshm\u00ebri, n\u00ebse synohet nj\u00eb<br \/>\nsistem sh\u00ebndet\u00ebsor m\u00eb i drejt\u00eb, m\u00eb i q\u00ebndruesh\u00ebm dhe m\u00eb transparent.
