Krahasuar me vitin 2024, vendi ka sh\u00ebnuar regres t\u00eb duksh\u00ebm: ka<br \/>\nr\u00ebn\u00eb me 11 vende n\u00eb renditje, nga vendi i 80-t\u00eb n\u00eb vendin e 91-t\u00eb, dhe ka humbur 3 pik\u00eb,<br \/>\npasi nj\u00eb vit m\u00eb par\u00eb ishte vler\u00ebsuar me 42 pik\u00eb.<\/p>\n<p>Sipas raportit, nd\u00ebr faktor\u00ebt kryesor\u00eb q\u00eb ndikojn\u00eb negativisht n\u00eb perceptimin e korrupsionit<br \/>\nrenditen dob\u00ebsia institucionale, presioni ndaj gjyq\u00ebsorit dhe mungesa e transparenc\u00ebs n\u00eb<br \/>\nprocedurat e prokurimit publik.<\/p>\n<p>Ky p\u00ebrkeq\u00ebsim i perceptimit shoq\u00ebrohet me zhvillime shqet\u00ebsuese n\u00eb diskursin politik.<br \/>\nNd\u00ebrsa perceptimi i korrupsionit p\u00ebrkeq\u00ebsohet, qeveria dhe ve\u00e7an\u00ebrisht Kryeministri Edi<br \/>\nRama kan\u00eb intensifikuar retorik\u00ebn dhe sulmet publike ndaj institucioneve t\u00eb drejt\u00ebsis\u00eb, n\u00eb<br \/>\nve\u00e7anti ndaj SPAK dhe GJKKO. Kryeministri ka paralajm\u00ebruar ndryshime ligjore me<br \/>\nq\u00ebllim ndalimin e zbatimit t\u00eb masave t\u00eb siguris\u00eb ndaj zv\/Kryeministres Belinda Balluku,<br \/>\nduke argumentuar se k\u00ebto masa p\u00ebrb\u00ebjn\u00eb nd\u00ebrhyrje n\u00eb funksionet kushtetuese t\u00eb<br \/>\ninstitucioneve t\u00eb tjera vendimmarr\u00ebse, p\u00ebrfshir\u00eb kompetencat e tij n\u00eb em\u00ebrimin dhe<br \/>\nfunksionimin e kabinetit qeveritar.<br \/>\nN\u00eb deklarimet publike, Rama ka theksuar se funksionet kushtetuese t\u00eb padelegueshme<br \/>\nnuk mund t\u00eb pezullohen mbi baz\u00ebn e rasteve individuale, duke iu referuar masave t\u00eb<br \/>\nk\u00ebrkuara nga SPAK dhe t\u00eb miratuara nga GJKKO ndaj Ballukut, masa q\u00eb p\u00ebrfshijn\u00eb nga<br \/>\npezullimi i ushtrimit t\u00eb funksioneve qeveritare, deri te k\u00ebrkesa p\u00ebr heqjen e imunitetit<br \/>\nparlamentar p\u00ebr t\u00eb mund\u00ebsuar zbatimin e masave t\u00eb sigurimit personal.<br \/>\nPas vitesh t\u00eb t\u00ebra n\u00eb t\u00eb cilat Kryeministri Rama \u00ebsht\u00eb vet\u00ebpozicionuar si iniciator dhe<br \/>\nmb\u00ebshtet\u00ebs i reform\u00ebs n\u00eb drejt\u00ebsi, ashp\u00ebrsimi i fundit i retorik\u00ebs ndaj institucioneve t\u00eb reja<br \/>\nt\u00eb drejt\u00ebsis\u00eb dhe paralajm\u00ebrimet p\u00ebr rishikimin e reform\u00ebs vler\u00ebsohen gjer\u00ebsisht si presion<br \/>\ni<br \/>\nhapur ndaj organive t\u00eb drejt\u00ebsis\u00eb dhe si rrezik real p\u00ebr ecurin\u00eb e Shqip\u00ebris\u00eb drejt<br \/>\nintegrimit n\u00eb Bashkimin Europian.<\/p>\n<p>Shoq\u00ebria civile, partit\u00eb e opozit\u00ebs dhe ekspert\u00eb t\u00eb pavarur kan\u00eb ngritur alarmin se, n\u00ebse<br \/>\nk\u00ebto paralajm\u00ebrime shnd\u00ebrrohen n\u00eb veprime konkrete, ato do t\u00eb p\u00ebrb\u00ebnin hapa pas n\u00eb<br \/>\nluft\u00ebn kund\u00ebr korrupsionit n\u00eb nivele t\u00eb larta dhe c\u00ebnim t\u00eb pavar\u00ebsis\u00eb s\u00eb organeve t\u00eb<br \/>\ndrejt\u00ebsis\u00eb.<br \/>\nQ\u00eb prej vitit 2024, SPAK ka hapur nj\u00eb s\u00ebr\u00eb \u00e7\u00ebshtjesh t\u00eb konsideruara t\u00eb nxehta, dosje me<br \/>\nakuza p\u00ebr korrupsion ndaj funksionar\u00ebve dhe ish-funksionar\u00ebve t\u00eb lart\u00eb. Nd\u00ebr rastet m\u00eb<br \/>\nt\u00eb bujshme jan\u00eb ajo e ish-zv\/kryeministrit Arben Ahmetaj, aktualisht n\u00eb arrati, ish-ministrit<br \/>\nt\u00eb Sh\u00ebndet\u00ebsis\u00eb Ilir Beqaj dhe kryetarit n\u00eb detyr\u00eb i Bashkis\u00eb s\u00eb Tiran\u00ebs, Erjon Veliaj, ku<br \/>\nk\u00ebta t\u00eb fundit po p\u00ebrballen me akuzat n\u00eb paraburgim, dhe rasti i fundit ku \u2018goditja\u2019 e SPAK<br \/>\nka prekur nivelin m\u00eb t\u00eb lart\u00eb n\u00eb hiherarkin\u00eb e pushtetit, dosja ndaj zv\/kryeministres<br \/>\nBalluku nj\u00eb pjes\u00eb e t\u00eb cil\u00ebs u b\u00eb publike n\u00eb fund t\u00eb vitit 2025.<br \/>\nNdryshe nga rastet e m\u00ebparshme, p\u00ebr t\u00eb cilat Kryeministri ka deklaruar publikisht se nuk<br \/>\nka nd\u00ebrhyr\u00eb apo penguar veprimtarin\u00eb e organeve t\u00eb drejt\u00ebsis\u00eb, n\u00eb rastin e<br \/>\nzv\/kryeministres s\u00eb tij \u00ebsht\u00eb konstatuar nj\u00eb reagim i drejtp\u00ebrdrejt\u00eb dhe frontal ndaj<br \/>\ninstitucioneve t\u00eb drejt\u00ebsis\u00eb, reagim n\u00eb t\u00eb cilin jan\u00eb p\u00ebrfshir\u00eb edhe eksponent\u00eb t\u00eb tjer\u00eb t\u00eb<br \/>\nlart\u00eb t\u00eb mazhoranc\u00ebs n\u00eb pushtet, p\u00ebrmes deklaratave politike dhe paralajm\u00ebrimeve p\u00ebr<br \/>\nndryshime ligjore.<\/p>\n<p>K\u00ebto zhvillime kan\u00eb sjell\u00eb reagimet e para shqet\u00ebsuese nga komuniteti europian, i cili ka<br \/>\ntheksuar r\u00ebnd\u00ebsin\u00eb e respektimit t\u00eb pavar\u00ebsis\u00eb s\u00eb drejt\u00ebsis\u00eb dhe mosnd\u00ebrhyrjes politike<br \/>\nsi parakushte themelore p\u00ebr shtetin e s\u00eb drejt\u00ebs dhe procesin e integrimit europian. P\u00ebrtej<br \/>\npasojave institucionale dhe politike, ky klim\u00eb tensioni dhe presioni ndaj organeve t\u00eb<br \/>\ndrejt\u00ebsis\u00eb pritet t\u00eb p\u00ebrkeq\u00ebsoj\u00eb m\u00eb tej perceptimin e korrupsionit, duke ndikuar negativisht<br \/>\nedhe n\u00eb vler\u00ebsimin e Indeksit t\u00eb Perceptimit t\u00eb Korrupsionit p\u00ebr vitin 2026 dhe duke<br \/>\nrrezikuar nj\u00eb r\u00ebnie t\u00eb m\u00ebtejshme t\u00eb pozicionit t\u00eb Shqip\u00ebris\u00eb n\u00eb renditjen globale t\u00eb CPI<br \/>\ns\u00eb.<\/p>\n<p>Kur lufta kund\u00ebr korrupsionit nuk mjafton: rasti i sh\u00ebndet\u00ebsis\u00eb<br \/>\nLufta kund\u00ebr korrupsionit ka sjell\u00eb rastet e para konkrete hetimore, por nuk ka arritur ende<br \/>\nta frenoj\u00eb fenomenin, ve\u00e7an\u00ebrisht n\u00eb sektor\u00eb me risk t\u00eb lart\u00eb si sh\u00ebndet\u00ebsia, e cila vijon<br \/>\nt\u00eb mbetet nj\u00eb nga fushat m\u00eb t\u00eb prekura nga korrupsioni strukturor dhe keqmenaxhimi i<br \/>\nfondeve publike.<br \/>\nEdhe pse institucionet e reja t\u00eb drejt\u00ebsis\u00eb kan\u00eb intensifikuar veprimtarin\u00eb e tyre dhe kan\u00eb<br \/>\nnisur hetime ndaj funksionar\u00ebve t\u00eb lart\u00eb publik\u00eb, korrupsioni mbetet i p\u00ebrhapur dhe<br \/>\nrezistent ndaj nd\u00ebshkimit. Kjo reflektohet qart\u00eb n\u00eb sektorin e sh\u00ebndet\u00ebsis\u00eb, i cili n\u00eb<br \/>\nRaportin e fundit t\u00eb Progresit vler\u00ebsohet si nj\u00eb nga sektor\u00ebt me riskun m\u00eb t\u00eb lart\u00eb p\u00ebr<br \/>\nkorrupsion. Prokurimet publike n\u00eb k\u00ebt\u00eb sektor jan\u00eb klasifikuar me \u201cflamur t\u00eb kuq\u201d, duke<br \/>\nsinjalizuar rrezik t\u00eb shtuar p\u00ebr praktika korruptive.<br \/>\nNj\u00eb tregues dometh\u00ebn\u00ebs i nivelit t\u00eb p\u00ebrhapjes s\u00eb korrupsionit dhe abuzimit me fondet<br \/>\npublike \u00ebsht\u00eb fakti se tre nga kat\u00ebr koncesionet afatgjata t\u00eb tipit Partneritet Publik-Privat<br \/>\n(PPP) n\u00eb sh\u00ebndet\u00ebsi po hetohen aktualisht nga SPAK, n\u00ebn dyshime serioze p\u00ebr<br \/>\nprocedura jo transparente, keqp\u00ebrdorim t\u00eb fondeve publike dhe p\u00ebrfitime t\u00eb padrejta p\u00ebr<br \/>\ninteresa private.<\/p>\n<p>Megjithat\u00eb, pavar\u00ebsisht k\u00ebtyre hetimeve dhe faktit q\u00eb lufta kund\u00ebr korrupsionit ka<br \/>\nprodhuar tashm\u00eb raste konkrete n\u00eb nivele drejtuese, mekanizmat q\u00eb kan\u00eb lejuar<br \/>\nkorrupsionin sistemik n\u00eb sh\u00ebndet\u00ebsi nuk jan\u00eb \u00e7montuar plot\u00ebsisht. Kontratat<br \/>\nkoncesionare problematike, mungesa e transparenc\u00ebs n\u00eb vendimmarrje, dob\u00ebsia e<br \/>\nkontrollit institucional dhe nd\u00ebrthurja e interesave politike me ato ekonomike vazhdojn\u00eb<br \/>\nt\u00eb krijojn\u00eb nj\u00eb terren t\u00eb favorsh\u00ebm p\u00ebr korrupsion.<\/p>\n<p>K\u00ebto problematika jan\u00eb evidentuar edhe p\u00ebrmes monitorimit t\u00eb prokurimeve publike t\u00eb<br \/>\nrealizuar nga Together for Life mbi procedurat e zhvilluara nga Ministria e Sh\u00ebndet\u00ebsis\u00eb<br \/>\ndhe Mbrojtjes Sociale gjat\u00eb vitit 2024. Gjetjet tregojn\u00eb nj\u00eb nivel shum\u00eb t\u00eb ul\u00ebt t\u00eb<br \/>\nkonkurrueshm\u00ebris\u00eb, me nj\u00eb mesatare prej vet\u00ebm 1.37 operator\u00ebsh ekonomik\u00eb p\u00ebr<br \/>\nprocedur\u00eb prokurimi. Nj\u00eb num\u00ebr i kufizuar kompanish p\u00ebrfitojn\u00eb shumic\u00ebn e tender\u00ebve n\u00eb<br \/>\nsektorin farmaceutik dhe t\u00eb pajisjeve mjek\u00ebsore, duke kufizuar konkurrenc\u00ebn dhe<br \/>\np\u00ebrjashtuar operator\u00ebt e rinj apo t\u00eb vegj\u00ebl nga tregu. Po ashtu, gjat\u00eb vitit 2024, ofertat<br \/>\nfituese kan\u00eb qen\u00eb mesatarisht vet\u00ebm 2% n\u00ebn fondin limit, krahasuar me 8.57% n\u00eb vitin<br \/>\n2014, \u00e7ka ngre dyshime serioze p\u00ebr paracaktim t\u00eb fituesve dhe munges\u00eb gare reale.<br \/>\nNd\u00ebrkoh\u00eb, hetimet penale t\u00eb hapura ndaj funksionar\u00ebve t\u00eb lart\u00eb t\u00eb Ministris\u00eb s\u00eb<br \/>\nSh\u00ebndet\u00ebsis\u00eb, si edhe raportet e Kontrolli i Lart\u00eb i Shtetit mbi d\u00ebmet e shkaktuara buxhetit<br \/>\nt\u00eb shtetit n\u00eb sektorin e sh\u00ebndet\u00ebsis\u00eb, kan\u00eb ekspozuar qart\u00eb nivelin e lart\u00eb t\u00eb p\u00ebrhapjes s\u00eb<br \/>\nkorrupsionit n\u00eb k\u00ebt\u00eb sektor. Megjithat\u00eb, k\u00ebto nd\u00ebrhyrje nuk kan\u00eb arritur ende t\u00eb prodhojn\u00eb<br \/>\nnj\u00eb efekt parandalues t\u00eb q\u00ebndruesh\u00ebm.
